So in "Flight of the Dragonfly" Robert Forward has the light sail propelled by lasers in the earth solar system plan, and he also has them for deceleration. There is some discussion in the book about politics on earth when it comes time for deceleration about whether they're actually going to turn on the laser… They do decide to do so, and then many adventures are had in the target solar system. It's a decent book, with a bunch of interesting ideas about aliens.
